Library and Component Management, how do you do that?

Hello, When you are working on a new project, and you need to create new components for your project (both schematic and footprint). What is the best way to organize that ?
Is it better to make specific libraries for manufacturers and edit them afterwards ?
Create component specific libraries like "resistors", "mosfets" ?
Create new library for every new project ?

And if you are working with someone how do you organize that ?
For example 2 people are making PCB / circuit / or both, how do they share their libraries? they make them project specific ?
Or they share all of the libraries they have ?

Some PCB CADs are made so that already supports distributed design.
Anyway, the criteria may vary depending on the company strategy.
I personally don't have any specific policy, I just add new components to the main library.
In the case of sharing the library, I just removed the unused parts, but not so often.
