Heathkit IT-11 Capacitor Checker

Dear EEVBees:
--As Gomer Pyle USMC used to say; " Heyelp, Heyelp, Heyelp."
--I am getting -0.16VDC at pin 8 of the 6BN8 instead of -0.22VDC as per the schematic. I have checked all voltages, cleaned all switches, checked or replaced, all components, verified wiring, substituted tubes and am tearing out my remaining hair. See link to schematic below.
--(1) Why would I get -0.16VDC and not -0.22VDC?
--(2) What alteration could I make to get -0.22VDC?
Your suggestions are humbly solicited.

The voltage is a very low one in Vacuum tube terms,& depending on what they used to read it,may be really either

nearer or closer away from your reading.

Does the tester work with this voltage? If so,ignore it & say that it is just due to component variations between  the

one they tested for the book,& your one.

You could test R6,as high value resistors are prone to increase of resistance with age.
