Help ID strange bulb

Pulled from Kitchen Jug (boiling water).
Think it might be Halogen, strange 2 bars with no filament (I believe it is functional).

Looks like a neon ... complete with current limiting resistor in one leg.

Correct. Probably an NE2 like this one on ebay for $1.28.

Right. Looks just like this NE2 on ebay for $1.28. A similar one with a screw base was an NE51. They are current devices, just like leds. The drop across the bulb is around 65 volts as opposed to the 2 or 3 volts of an led. Unkike an led, they are not polarised and work on in both halves of the AC cycle. When they get old they start to flicker
