Help locating Bird Scooters

Hey guys I have no idea if i'm in the right place but PLEASE HELP!
Basically I'm a Bird scotter charger. often when I go to locate a Bird scooter I get to an apartment building which i'm sure the bird scotter is located in (I can see it very clearly on the map of my phone).

As far as i know the scooter broadcasts its location all the time (as long as the battery is ok) using some sort sim card (this i'm sure of).
What happens is I usually get to the apartment building where the scooter is but I have no way of knowing exactly where the scooter is! most of the time some tennant has it hidden in his apartment!

What i want is some sort of device that could tell me the excact location of the scooter! signal direction, signal strength... etc...
I KNOW this is possible, I've heard it from another bird charger who does not want to reveal his methods (obviously).

PLEASE HELP!

It isn't possible unless you own the cell tower, sorry. The 3G/4G signals are just too weak to use for direction finding

I do know htis is possible.
Maybe besides the scooter having a sim card, it transmitts something else that can be tracked?
As i said, i know someone who is using this method but doesnt want to reveal his methods.
He told me he pin points the scooter in an apartment building to a specific apartment and he knocks on that specific door and the scooter is there. he sent us photos. and i believe him.

He tells you bullshit. I don't see how photos could be a proof of it.

They may contain a low frequency pinger inside them.
Like the Automatrics trackers do for short range direction finding. (although theirs is not on unless enabled remotely)

To confirm/reject they have an always on pinger you would need a Bird Scooter, a spectrum analyzer and some 'smarts' on how to use it.

This video sums it up if you pay close attention. Hitting alarm seems to activate a Bluetooth ping when you are close by. Keep in mind they could be in 100 pieces or locked up somewhere so probably pays to spend a few mins checking how long its been there and the satellite map view to get a lay of the land. Then you can weigh up the risk vs reward by the dollar value.

Is a Bird Scooter a rented kid's scooter (made by Bird company) that has been stolen (scooted away)?
Here in Canada only a few kids ride their purchased (not rented) scooter to school, adults drive their own car to work but a few adults use public transit. I have seen one car sharing (like renting) service. Kids do not go to work here like in some countries.
I saw a kid riding his scooter uphill so it must have an electric motor and battery.

Which countries have adults renting scooters to ride to work? Some countries have adults renting bicycles.

Google doesn't say so I guess a Charger person uses an app on his Smart Phone to detect a cell phone signal from the cell transmitter on a rented scooter then gets paid when he finds and "turns in" the stolen scooter he found.
Did I guess correctly?

unfortunatelly the alarm option doesnt work i dont know if this issue is worldwide or only in israel but Bird tech support guys say they know about it and working on a solution.
