Can't route trace outside of device in Eagle?

Hello!
I'm trying to route traces out of this device https://imgur.com/a/bIpaqre, but the dotted "trace" around it won't allow me on this layer. Does anyone know how to get around this, or remove the "ghost trace"? The IC is the DMN3190, maybe I'm using a faulty library?

The red square is tKeepout, you can run traces trough that.
If it is tRestrict you used the wrong layer when drawing the footprint.

Keepout gives you an error when overlapping with other keepouts.
Restricts gives you an error when touching copper. It can be used to remove polygon generation from areas.

Sorry I'm very new to all this. I believe I have a restrict then because Eagle won't let me route traces past it. But I got this footprint from the internet, do you know how I could go about disabling or deleting this restrict?

Then you'd need to edit the footprint.
You can check by enablind/disabling layers.
