Help with QSE1113 Data Sheet

Hi  for a given condition, the data sheet(Page2)  states a minimal collector current of .300mA.
but no typical or Maximum, why is this the case.

Then for the given test conditions the collector is guarantee to be .300mA  and it is inadvisable to use values below the .300mA, is true?

Why is  Vce of 5V chosen for the given condition, why not 6V
