Electrically, the National Electric Code plus local modifications. Expect large cities like Los Angeles, Chicago and others to supplement the requirements with far more stringent standards.
Safety wise, OSHA is one source but many states have their own codes that are more restrictive than the national codes.
Electrically, OSHA standards and state standards refer back to the National Electric Code referred to as NFPA 70.

This stuff is all over Google but just pulling down documents isn't terribly useful. People spend their entire career dealing with this stuff and it still fails from time to time.
