Suitable meters are so cheap from China today (well sort of suitable) I can't imagine why you would do anything else.  But if the OP just wants something different buy an old transformer with loose core so that it vibrates and buy a reed frequency meter (surplus etc pretty cheap now days.)

The reed meter requires no connection so OP will be safe.

Or, you can just use a nearby piano to judge the frequency.  G1 is 49.0 Hz and B1 is 61.7 Hz, assuming a well-tempered scale and A4 = 440 Hz.
Count the beats to improve the resolution.

It was two antiparallel LEDs in series with a capacitor made of twisted wires.
Now you know how to test your mains frequency ;D

(BTW, the guy was totally nuts, using Facebook was his least problem).

Using the "gimmick" capacitor on the neutral or ground lead makes this circuit especially stupid.

Your power socket frequency is marked on your electric meter. Its closely controlled and monitored by the power company by law just about everywhere.
Probably not in Texas though.
I suggest putting your pinky in the socket and counting the jerks you experience. Not.

Call out a qualified electrician to check it for you.
Compulsory in Australia!

First measure your socket voltage. Next get a calibrated indcutor and measure the current flowing in it. I=V/2pi()fL
Sorted.
