Basically I have some cheaper LED lights w/ solar charging tops that highly oxidize due to UV rays and I feel it has to inhibit charging.  I have buffed the plastic and would like to put an automotive clear i have left over from a project some time ago over it to prevent UV degradation.  Will this severely impact the output of the solar panels themselves?

Probably not.  The majority of the energy is in the visible and near infrared spectrum and clearcoat should let that through just fine.
A 3.5 digit 4.5 digit 5 digit 5.5 digit 6.5 digit 7.5 digit DMM is good enough for most people.

Yeah they've been fine w/ the clear so i'm happy about that.
