How much power can a LC RF filter handle?

I am trying to design a LC low pass filter, but I am having doubts on how to know the maximum RF power that it can handle.
I could not find any information in Google so I thought I might try asking here, reached out for some people on #electronics or #hamradio on Freenode but I'm still not sure

I have a FM notch filter from Nooelec rated at 18dBm using what seems to be a 0603 inductors and capacitors, how does one calculate for the maximum rating of a LC filter? Is it based on the voltage the capacitors can handle? or mostly from the inductors?

I hope someone can lead me to the right direction, since I'm quite lost since my previous design seem to fail delivering the full power from the transmitter
