Is this a capacitor?

If so, what does the "1HE" stand for?

Yes it is a capacitor; a film cap of some type (polyester probably as they are most common, but maybe polypropylene or polystyrene).

The '104' is the value - 1, then 0, followed by 4 more zeros.  So it's a 100,000pF or 0.1uF cap (2 ways of expressing the same value).

The 1HE is probably a date code or lot number.

The only important part is the 104K which is the value (104 = 10e4 pf) and 'something else'.  The 'something else' could be a code for the type of dielectric or maybe tolerance.  Capacitor labelling can be a huge pain to figure out.  I just found this page http://www.wikihow.com/Read-a-Capacitor which seems to be reasonably complete.  YMMV.

Probably, the "K" means 10% tolerance.
