How to check if my circuit and component work?

Hello,
I am new one in a electronics and I would like to check does my circuit components work. I assume that optoculter doesn't work but I am not sure.
I am attaching photos below. How can I test a component?

FYI your images are shown as file attachments, not as images, which requires extra effort to view them. Besides, they're huge. For best results, including the willingness of others to help, you should resize them appropriately before posting and attach as images.
