HP E3611a power supply display question

Hi all

I purchased this power supply off eBay as is and had to replace some of the capacitors and now it appears to function correctly except for two things

1. It is low to ramp down voltage on switch off and the led display suggests it overshoots the set voltage at power on (not the case ?, see 2). At startup the display can be as much as 1.5v out at 12v and takes a few minutes before the led display drops to 0.5v above 12v. All the time my 5 1/2 dmm reports bang on 12v the whole time.
2. The led display does not display the actual voltage output at the terminals. I have run through the voltage calibration and adjusted the pot on the display board at max voltage but the led is out about 0.3v at 3.3v and 0.5v at 12v etc

I have checked quite a few voltages across the circuit board and the 5v, +12v and -12v values are bang on. Could it be the ten turn pot on the front panel ? Or the display circuit board ? Any suggestions appreciated.
