Intel C4004 Like IC, Need help Identifying it

I don't know what this is, I have tried looking up the numbers but I feel like this is a custom batch or something for a company or I just suck at looking things up. I have previously owned a C4004 and this looks fairly similar just different numbers. Anyways If anyone knows what these are I would appreciate knowing as well thanks!

What I mean by custom batch is like a Heathkit run or something.

Don't get too focussed on the look.  It's a 16 pin DIL ceramic package - which could house any one of a number of chips.

The markings don't click with me - but then I'm no aficionado.  There's a good chance someone here might have an idea.

7181 looks like a datecode for 1971, which would mean Amelco/Teledyne 300 series "HNIL" (High Noise Immunity Logic, a DTL variant) looks about the right timeframe; 311 is an RST flip-flop and at least the number of pins on the package lines up. I've attached some more info on that family, and since it has a schematic of the 311 you can try to test the pins with a multimeter and see if that also matches.

I also have some of these smaller round transistors like semiconductor if anyone knows what they are.
