Battery tester

Can anyone recommend a good battery tester for testing batteries in mobile phones and tablets and probably also in laptops?
Are any any rules for setting charging and discharging current?

In what sort of environment and for how frequent usage?

For storefront? Home use?

I guess it would make sense to discharge at the rate at which it is used in whatever device.  If it is a phone and it uses on average 250 mA then it would make sense to discharge at that rate and see how long it lasts.  And the same with charging.
All my posts are made with 100% recycled electrons and bare traces of grey matter.
