LM358 amplifier circuit

Hello,

I want to make an ir barrier used indoors with a tv set close by.
I tought of a tsop but there might be conflicts with the tv remote, so I tought of making it with sfh300 phototransistor.
the distance between ir led and receiver should be 1m.
I found a schematic the one attached, but it does not give the range.
I generate a 1khz pulse with an arduino and at about 10cm it starts to narrow the pulse then rounds the falling edge and the signal dissapears.

what could I do to improve the sensitivity?

IC1 inputs are reversed.
