On PC PSU Im reding PSON 3,86V

Hi guys,
I have GR8331 IC and and on input pin 5 Im getting 3,86V as well as on output on PSON, but on purple wire im reading 5v
On left side of R45,R21,R47 Im getting 3,86v but on right side of them Im reading 5v

Oh I just find out that I have two orpc 817c optocoupler in middle of board where red line goes
So I want to test them I voltage should I measure on "hot" side of tows two ?
