decap and bulk cap discharge path

Hi,
I have one doubt. Can anyone answer for that,
We are using decabs and bulk caps in our IC's. After power cable is unplugged, How does the capacitors are discharge?

Through any components that draw power from the rails the caps are connected to.

If it is CMOS IC then how the charge in the decap discharges?

What do you mean by "decap"?  If it's a decoupling capacitor across the supply rails then it makes no difference if an IC is CMOS or bipolar, anything that draws current from the supply rails will discharge the capacitors. 

If you mean something else by "decap" you will have to explain or preferably give an example circuit.
