Meaning of O-NEG marking on an electrolytic

Doe the O-NEG marking on this electrolytic indicate the lead on the bottom with the engraving is the cathode?  If not what does it indicate?

Yes, it indicates the textured surface on the rivet on the bottom. It seems rather redundant in this case as the sleeve has the white negative band down the side too (Maybe they use it themselves to align the sleeve  :)).
