Hi, please i wish to know if there is any op amp with pin 4 as positive and pin 7 as ground ?

that looks like a typo in the instructions..

Particular op amp is mentioned (741). And it's explicitly said to connect "+" of the battery to the "-" pin of the op amp, and the same nonsense for other power pin. Therefore what written is incorrect.

Many lousy old 741 opamps (designed 50 years ago to use a 30V supply) do not do anything with a 9V supply and a 9V battery quickly drops to below 6V.
Use a modern opamp that works with a 5V to 9V supply.
