schematic question

In the diagram below I have highlighted two areas of interest with red boxes, am I correct in assuming that part of the circuit should be fed a separate 12v source

I don't believe so. It looks like those are just flags indicating the +12V supply and ground point it is referenced to.

I believe the two tags are for the unseen power connections to the ICs on another page, not an external power supply.

That makes sense. VT1, VD1, and associated R's and C form a voltage regulator, presumably 12V.
