Hi,
What is the best way to test capacitors that have been removed from a circuit? Is there a reasonably priced device I can use to perform the test?

You can use an LCR meter to measure ESR, capacitance and other characteristics of the capacitor.
For around 20$ you can buy a Component Tester and for 100$ a decent LCR meter (Der EE DE-5000)
