Op-Amp OPA604 max. input voltage

In the datasheet of the OPA604 under Absolute Maximum Ratings there is Input Voltage (V-) -1V and (V+) +1V. However on the next page under Input Voltage Range there is Common Mode Input Range +/- 13V.

1. Why there is a difference between max. input voltage +/- 1V and typical +/- 13V regarding common mode input range?
2. What voltage can I finally apply to the inverting and non-inverting pins of the  OPA604 without destroying the IC?

1. That's the range for correct operation, including meeting the guaranteed input offset voltage.
2. No more than 1V beyond the supplies, apparently, although I find it surprisingly wide - many ICs specify 0.3~0.5V due to protection diodes.

The +/- 13V for the common-mode input range is based on the assumption that the supply voltage is +/- 15V.

The OPA604 can operate on a range of supply voltages from +/- 4.5V up to +/- 24V.

Is it safe to assume that the common-mode input range is 2V from the rails, e.g. V- + 2V to V+ - 2V when using something other than a +/- 15V supply?

Absolute maximum voltage rating is to avoid damage to the part.
Input voltage range is for proper operation of the part.
In both cases, carefully understand the circumstances for the rating, especially operating power supply voltages, as discussed by ledtester.
