Device is amiko finder 3 and yes battery charging ic
The SY7120RAC datasheet sucessfully found by 'amyk' talks about a boost (= step-up) converter, and not a battery charger.
As the 'amiko finder 3' power input is rated at 12 VDC 4,5A (blue arrow), features a 7.4V 6.3Ah internal battery, and also provides a 12 VDC 1A auxiliary power output (green arrow), I would guess that this chip is more likely involved in feeding the latter than charging the battery.
It is not very common that a chip designed for a dedicated function is used in a weird way, just to show off that it is possible to hack the device
