Well you coul easily use an opamp and 2 9V batteries. You build a classic relaxation oscilator and if neccessary beef up it's output with the totem pole transistors. You can put a resistor in series with the output. You will need a rail to rail opamp as the ouput needs to be such or if you use the totem pole the output will be the input less 0.7V
