Power Input Protection Circuit

I am looking at this schematic:

Page 22. 

I am trying to figure out the purpose of R132. 

My first thought was its just a RLC filter to prevent noise generated by the system from getting to the power input? 

"Normally" with an RLC circuit the R is either in series with L or parallel with C.

My second thought was maybe it acts as a soft-start, so when the device powers on it doesn't dump too much power charging the caps that it blows a fuse?

I am trying to figure out the purpose of R132.
Ceramic caps have very low ESR, R132 placed in series just increase it. It will reduce arcing, when live plug is connected.
Also some voltage regulators tend to oscillate if ESR of caps connected to the output is too low.
