I know this is an old post however i thought maybe someone searching through the forum or coming across this post may want this design from an article in the CircuitCeller magazine.
https://circuitcellar.com/research-design-hub/high-voltage-differential-probe/The circuit above with the placements of the capacitors blocks DC and you may want to measure DC but have a high resistance to reduce the current to a safe level as not to damage the scope. This is why a set of series resistors are used, mainly so that if one of the resistors fail the rest wired in series still provide enough resistance to reduce the current to the scopes front end.
