Raspberry pi as an access point

If I set up my pi as an access point, does that mean I will be able to control the pi with my laptop wirelessly and with out internet access? I am trying to use my pi without having to connect the eth cable, and I don’t have access to the internet where the pi will be used. If using the pi in this way won’t work, are there google terms I can use to find a solution that will work? My project is basically a simple controller. It will have preloaded scripts on in, I just want to be able to execute them remotely. Thank you all!

Yes.

Note you likely need to set up the rpi as a DHCP server, or just set up appropriate static IP addresses on the rpi and connected devices.

Thank you for the responses! I think after more googling, setting up the pi in ad hoc mode is what I’m looking for. I will give that a try.
