Mystery component on rotating plinth with LED lights

This thing runs off a 6v A.C. source to power the synchronous motor. Has about ten Leds of different colours that uplight your object for display. On the pcb are 4 diodes, 2 filter caps, 2 trannys and a few resistors AND this thing sticking up on a separate small board. I assume this is some kind of ic to make the lights do a pretty pattern, but never seen one like this. The light show on my unit is not working properly, so I suspect this component. Anyone know if I can get a replacement anywhere? Thanks

That is a daughterboard, which contains an unmarked intergrated circuit. The IC is placed directly on the board and covered with epoxy, also known as black blob, instead of being in its own package.

Almost universally direct identification of such chip is impossible and at best it may be guessed by comparison with similar devices, other version of the same device, or — if the board itself can be identified — from its schematics.
