Using the multimeter ACV function, there is no separate setup--your readings will be TRMS.  Using the scope measurement functions, read the manual.  You will have TRMS, but the signal has to meet certain conditions on the screen to work properly.
A 3.5 digit 4.5 digit 5 digit 5.5 digit 6.5 digit 7.5 digit DMM is good enough for most people.

Thanks for the reply. But I couldn't find the manual.

Please tell me, in the manual they write that version 196B does not have PWM measurement, but in the oscilloscope settings I see V pwm, I can’t understand please explain to me please.

I don't even exactly know what the Vpwm (or is it VPWM) measurement is?  Nor do I have the 196B model.  However, Scopemeters in general often have different sets of measurements in scope and meter mode, so perhaps that explains the discrepancy--can you show more of the manual?  Or, perhaps the manual is wrong or the feature was added in a software update or ???

From a different Fluke Scopemeter manual:

Vpwm
Purpose................. to measure on pulse width modulated
signals, like motor drive inverter outputs
Principle .........readings show the effective voltage based
on the average value of samples over a
whole number of periods of the fundamental
frequency
Accuracy ............................ as Vrms for sinewave signals

And reading that I'm still not clear on exactly how Vpwm is calculated, but it appears to be an alternative to RMS, adjusting for the load being a motor rather than a heating element.

So feed your scope a PWM signal of some sort from an AWG, check the box to select that measurement and see if it gives you a reading.

A 3.5 digit 4.5 digit 5 digit 5.5 digit 6.5 digit 7.5 digit DMM is good enough for most people.

Thank you for your answer, I will take some measurements and see what Vpwm is, maybe it looks like TRMS, something like an RMS measurement, I will write the result here.  I think you are right this feature Vpwm most likely added with the update.

on page 14 it is written about Vpwm.
