Soft start and speed control for a AC motor

Hello, I just built the attached schematic and it is not working.
I tried it with a 70W light bulb, before testing with the motor. It is not working with the light bulb. I verified each connection.

Could you please help me to make this circuit work ? Or could you help me with another schematic, which is tested ?

LE I tested the schematic again. The light bulb is always on.

Is there any signal on C2 ???
