Step down converter for a battery build

I got a Maxabeam flashlight that accepts 10-13.5Volts input. It's a short arc 85W bulb in it. Since this match bad up with the 18650 batteries I was going to build a pack from I was looking at a stepdown converter from Pololu (D24V150F12). It's rated at 15A max (32A peak) and my flashlight is pulling 8.5A@12V and 20.5+-3.2A at powerup. The light has a flash function so I would prefer something that could supply 23A stead since it will most likely be pulling 23A at every flash when that is used. Are there any better options out there since this seems like bad efficiency?

On paper the pololu module should do fine since it can provide 15A solid and 32A burst, but I find that odd since most of the modules I find on ebay even at 5-10A rating has huge heatsinks on it and this pololu has nothing.

The battery will be built from 18650 cells and it will be around 150-200Wh and I will use a BMS system.
