Help about a switching mode power supply circuit

I'm trying to made this switch power supply circuit I found on google (picture below) but as soon I connect the power 150v the resistor 12ohm burns out immediately.
The transistor part number: E13007F2
I appreciate any advices.

Capacitors are bipolar.
