Svideo/Composite video no signal, timing issue?

I have a Denon receiver that can upscale composite and svideo to HDMI.
Connected to an old DVD/VCR combo, either input works fine.
However, I'm wanting to use this with old game consoles, Sega Megadrive, Super Nintendo, Commodore 64, etc.
So far, not a single retro console has worked.
I have known of timing issues with analog video signals before, but is this something I can measure, and "fix"?

The old video outputs from game consoles etc. do normally not output equalization/serration pulses during VSYNC. This might be your problem.

If it's a timing issue, you can get a Time Base Corrector (TBC), but they are quite expensive (looking at close to a grand for a good one). Have you tried using the DVD/VCR as a middle man? I.e. connect the console to the input of the VCR and then the output of the VCR to the receiver? DVD and VCRs often have a rudimentary TBC built in, so that may be a useful work around.
