Testing a LT1171CT High Efficiency Switching Regulator

Hello, I am after a bit of help. I have a MEADE CCD power unit that is not powering up my CCD. I have checked all the voltages to the DIN plug and I am getting 5 volts to all the pins apart from one which is only supplying 800mV. I have traced this circuit back to a 5V reg, then back to the LT1171CT High Efficiency Switching Regulator. I have got supply voltage going into the LT1171CT (PIN 5) but no voltage coming out of the  LT1171CT (PIN 2), I have check the ground circuit and all looks ok. Can someone please tell me how to check the switching side of this chip.

PS. I did supply a independent 10v to the 5v reg. and the CCD powered up ok.
