This particular IC has a failure mode consuming less than the regular drive current but causes a fire rendering the normal fuse as a protection device useless.

Glueing a thermal fuse to it won't solve the issue for two reasons:
1. it needs to be high enough of a temperature raiting to survive transport/storage
2. needs to react quick enough so the fire/failure is still in a phase where it exstincs itself.

Currently considering a comparator with an external temperature sensor (glued to the matching location on the problematic IC/package) which blows the fuse if the temperature is above a certain level.
For blowing the fuse I would choose a MOSFET and current limiting resistor (e.g. limiting the current to 300% of the fuse current).

Is there a more elegant solution?
An SCR can be used to blow a fuse.

What's the IC?

There might be a better way to do this. Is it possible it's being run too close to its absolute maximum rating?

Are such IC fires a likely event? Could they be controleld by just putting the system overal in a well sealed airtight metal box to prevent any oxygen ingress which could fuel flames if they began? PCB materials (FR4) are supposed to be non-combustible anyway. The intention I assume, here, is not to save the chip, if it catches fire it is surely ruined already, but just to prevent fire spreading?
