ID this over heated component

I was wondering what this is, it came from a paper shreader that turned itself on all night due to a clogged sensor it was still running in the morning and the room was filled with white smoke, the tech said this was the only damaged part, what are the grey bits oozing out

Probably the motor start capacitor.
