Trying to replace led matrix controller

I have an Inview display model 2706-P42R-SC that I would like to try controlling with an Arduino. The original controller can only be programmed with messages from a PC using rockwell automations software.

The display is made up of 3 modules that hold a 16x40 led matrix that is made up of 10 8x8 matrices. The interface from the controller board to the display boards are 6 wires that daisy chain.  Its had to tell how what is going on because the displays are soldered ontop of the electronics but what I think is happening is there are 16 transistors and around the board there are 3 sets of CD4015 shift registers connected to ULN2003A drivers i believe control the rows and 1 set appears to have the data lines that head off to the next module run through it. Then there are 5 more sets of shift registers and drivers that i guess run the columns of 2 8x8 matrices.

So it looks like the whole thing runs on shift registers and am I right in thinking that of the 6 control lines 3 would be for the columns and 3 for the rows?

That is about the extent of my knowledge here. Im probably way over my head but I would like to try.

What would be the next steps in figuring this out?

I found a PDF (for those playing along). These seem to have serial ports, so why not capture the comms data and figure it out?
