UK Samsung charger query

Solar panel / battery couldn't keep up with power demand due to trees triggering PIR & shading solar, so disconnected solar/ ~3.8v battery pack and connected a 230v AC > 5.0v/0.7A DC samsung phone charger to the PCB via a 4m lead.
Plugged it in my house and it functions as expected.
Took it next door, plugged it in, no dice. Tried various different sockets, no joy. Checked voltage next door 245v - same as my house. Probed output from samsung charger with basic DMM and confirmed 5.01v showing.
Tried it in two other houses in the same road and it works (all houses built same time to supposedly the same electrical standards).
Every other device in the affected house functions absolutely fine.
Any suggestions please as to why it won't work in this one particular house?
