Validating anti static mat

I bought anti static mat from ebay, when i check resistance any two points on the mat its always zero (no ready on meter)
I was wondering then how current will flow through, does it mean that its low quality useless mat??

You probably mean resistance is very high (inf) instead of zero.

These thinks cant' be measured with a standard DMM.
They need something similar to an insulation tester, which outputs a high voltage (500V or 1000V) and meaures curren then.
These mats act a bit similar to a varistor, and they do not conduct current at low voltages.

You can try using a piezo electic spark generator (such as in a regular lighter) on it.
But I haven't tried that. Keep electronics away from such a thing though.

Those two things are mutually exclusive. And you won't be able to measure any resistance by just sticking 2 probes.

You can do it with multimiter with a decently high upper resistance range, at least if mat resistance is on the low side. However you'll need 2 largish and heavy electrodes, not just sticking 2 probes.
