Values for RC network

Trying to figure out what capacitor and resistor value (and wattage rating) is needed for this on a 110v 15A outlet? (or just open ended without the inductor)
Do I just use Ohm's law to get the resistor value (=7.3Ω)? and the wattage rating, V x I (1650W?)?

What exactly are you trying to do? C and R can be anything, but supposedly you want certain values to accomplish some task.

And is this a homework problem (which is ok) or a project?

It appears to be a simple circuit, amenable to ordinary analysis.  Perhaps if you explain what you want we can show you how.

My keyboard is a pain when it comes to equations so I won't try to type them here.  But you have two series impedances, one is the capacitor and the other is the parallel combination of a resistor and an inductor.  The capacitor will pass current at 60 Hz, which is omega = 377.  The reactance of the inductor is equally simple.

+90 degr. shift or minus 90 degr. shift? And in what exact wire?
To current was shifted by 90 degree there must be only an inductor (without the resistor and the capacitor) or only capacitor (without the resistor and the inductor). Only a voltage source and a one reactive element.

+ or - 90°, either would work, but not looking for a current offset from voltage like with an inductive load, but both offset 90° from the main line, I think it is called transient response or time delay?
