were can this wire be obtained

The only retailer for insulated carbon steel or iron wire is mcmaster-carr but it only has 1 very small guage https://www.mcmaster.com/8867k25 ebay/amazon only shows uninsulated stainless wire.

Are there common uses for insulated iron or carbon steel wire which can be readily obtained?

Would something like derailleur cable be suitable for your application? That is easily obtainable, although the wire is loose inside its sleeve.

"Garden wire" (used for attaching plant stems to wooden stakes etc.) is cheap and available with PVC insulation, though it is usually galvanised steel.

Should be =>15m long shorter lengths would work also, are derailleur cables retailed in very long spools?

a visit to local hardware store or supermarket may give wonder... i bought a spool many years ago when i move house, similar to garden wire you linked, except thicker and stiffer to use as cloth line. its also general purpose can be used to build fence, clean drainage in plumbing, hooks etc...

For enamel or 'silk'* insulated wire try searching for iron florists wire.   N.B. there's a lot of aluminum florists wire around nowadays, and also, precut lengths are becoming more popular but reels of iron wire are still reasonably available.

* usually Rayon.

I've seen them at hardware section of Home Depot (US home improvement center).

McMaster Carr is a distributor, not a manufacturer. They're buying that wire from someone. Wire-drawing equipment is specialized and expensive, so it's extremely unlikely that the manufacturer only makes that one type/size of wire.

I suggest you call McMaster Carr and ask them who the manufacturer is on that item. Then call the manufacturer direct, or visit their website if they have one, and see what else they offer. They may offer quite a range of options that would be helpful.
