What country do you live in, what's your budget, and what kind of electronics will you be working on?
Like Maturola said, the DS1052e is a great low-end scope, but if you can afford it, the DS2072 is so much better.
Or, if you're just looking for something to poke around with, there's a ton of cheap analog scopes on ebay and the like. A good 20MHz dual channel scope is a great option for beginners, as they can be had for around $50.
