usually if you need to change a byte in flash you need to erase a whole sector, in eeprom you can change a single byte

Flash memory, also known as flash storage, is a type of nonvolatile memory that erases data in units called blocks and rewrites data at the byte level. Normally used for storing code.

EEPROM is also a non-volatile memory, data will remain intact even it's powered off. Normally routine data is saved in EEPROM. Btw I am talking about Microcontrollers.

Another difference is the memory size of flash and eeprom.
Flash will generally be larger than eeprom.
Fash is available in Mega Bytes (MB)
Eeprom is available in KiloBytes (KB)
