These?
These are some rare find of genuine Faircield made factory new, 2N3646 silicon N-P-N Transistors in a covar TO-92 Package and have gold plated wire leads. These unused vintage units made in the seventies. These transistors are made for High Speed Swicth and Small Signal industrial and commercial applications. They are Planar construction for low noise and leakage and have low saturation voltage. They have a VCE=15 V, capable to handle a 0.20 Ampere continuous collector current, a unity Gain Bandwidth product FTmin=350 MHz and they have a 0.2 Watts maximum power dissipation and a minimum DC beta of 30 with a collector current of 30 mA. These are real hard to find vintage collector's choice semiconductors.

I found this diagram though am not sure which one would be base, emitter etc. Can't find anything online with a 10 minute search.

Usually, (no guarantees though) the emitter is next to the flat and the base in the middle.

If you have a working sample then you can easily measure it: the BE and BC junction should act like a diode, with the BE having a slightly higher forward voltage drop than the BC junction.

If the circuit is working it is easy!
Just measure the voltages with respect to chassis.
If it is an NPN,the highest positive voltage will be the collector,the lowest the emitter,& the base will be about 0.7 volts higher than the emitter.
If it is PNP & the equipment has a negative supply,the above comments apply,with the polarity changed.
Sometimes,transistors will be fitted "upside down"where the collector will be at,or close to, chassis potential,but
the relationships between elements still apply.

I meant measure with a multimeter in circuit, can't power it on :/

Don't sweat it, a 2N part in TO106 will have EBC pinout.
