What is this part? Sprague Low/High pass filter?

So I have a few of these Sprague mystery components. I am assuming it is a filter in one package. The "Paktron" part
next to it has the resistor and capacitor symbols shown and it seems to be a filter as well. Am I correct?  :-//

They are series resistor-capacitor combinations, but not filters.
The values are printed clearly on both parts.
Could be used as snubbers or other shunt protection circuits.
