Controlling laser modules

Hello
I've just received an aliexpress laser module. It was supposed to be 5.5w which would allow me to cut 1,5mm paper but it barely scratches it when I try to run it on full power.
It is probably one of those cheap fake lasers but maybe I am doing something wrong?

All I know is it works with 12VDC. It has three cables (red, yellow and black), I connect 12V supply to red and black and I use PWM on yellow one. PWM is 3.3V, is it possible 3.3V is too low? What frequency PWM do such lasers usually require?
