500EUR is a good budget for oscilloscope today!
With less than 500EUR you get 4 channels and 100MHz (well, at least applying a software crack to enable higher BW). Rigol DS1054Z was the game changer almost a decade ago, and Siglent has a competiting product for quite some time, and there might be others as well.
None of these have super-responsive interface but they are fine, really. You get a lot of bang for buck and they do work. Of course a $5000 Agilent does better.
And you have still some 150EUR of budget left, which you can use to buy a function generator from the mentioned Chinese manufacturers, or a decent soldering iron (like Hakko).
