can you buy windows ce and install it on the raspberry pi

Short answer, no.
Long answer, yes, but you need to have a lot of money and talk to the right people at microsoft. They only sell to OEMs, and only volume ones at that.

What dose oem mean
Companies that make hardware devices. They customize Windows CE for their own products. I haven't heard of anyone making a version for Raspberry Pi.

It's now called Windows Embedded Compact, by the way.

Why would you want to run WinCE?  Do you have  some specialized application that is written for that micro-OS?

If not, and you are simply trying to install something more Windows friendly, check out ReactOS.

Probably not very well, and you wouldn't want it to.  The Raspberry Pi is not a powerful device.  The CPU is pretty awful, truthfully.

You'd have better luck with the BeagleBone Black, but you're asking questions that indicate that you don't really know how to make it happen, so nothing I say will be able to help you.

I recommend sourcing a Windows Compact Embedded development kit or something, like this: http://www.e-consystems.com/DM3730-development-kit.asp. 

Or, you can play around in software with this: http://msdn.microsoft.com/en-us/library/jj200348.aspx

In any case none of it is electronics related, so you're not going to find a lot of help on this forum.
