Short answer, no.Long answer, yes, but you need to have a lot of money and talk to the right people at microsoft. They only sell to OEMs, and only volume ones at that.
What dose oem mean
Why would you want to run WinCE? Do you have some specialized application that is written for that micro-OS?If not, and you are simply trying to install something more Windows friendly, check out ReactOS. http://www.reactos.org/
Probably not very well, and you wouldn't want it to. The Raspberry Pi is not a powerful device.
