Cant write private messages why?

Hi there, I am Elias.
I am here because I would like to contact a specific user towards a topic about some software.
Unfortunately the forum does show a error message when I try to send a PM to the user "you ar not allowed to send personal messages"
may someone please tell me why this occurs?

Welcome to the forum.
There is a rule that zero posters can't send personal messages, and it might be that it was raised to a minimum of 5 posts.
So you can try again to send a personal message now that you have posted, and if it still does not work, start a topic in one of the specific boards suited for your question about software, and build up your post count.
Make sure to only post in one board and not double post with the same question in multiple boards.

Dave has raised the minimum post count to ten, so new members need to have more than ten posts to enable personal messages as mentioned in the thread linked below.

I generally don't answer questions via private message, because it defeats the purpose of a public message board which is to share information with everyone.
Perhaps it's about p1r8 software i.e. a kegen? If so, there's probably a rule against it, even via private message.
